Federation Tower has incorporated Russian and German architectural experience. Chief engineers of the project are Peter Schweger and Sergey Tchoban (Germany). The structural design is developed by Thornton-Tomasetti Group, Design Department of Mirax Group and CJSC Municipal Design Institute of Residential and Public Buildings. MEP design is developed by Ebert International GmbH & Co. KG and CJSC ArmoGroup.

The Federation Tower complex consists of a multi-level podium with two towers of differing heights (354 m and 242 m) joined by a common stylobate section. The atrium section of the podium is a space filled with natural light. From here express elevators and escalators provide access to the various other sections.
