Special Conditions Proposed to the Participants of "Moscow City" International Business Center Development

In accordance with the decisions taken by Moscow City Government on the creation of favorable economic and legal basis, stimulating the investors and the participants of the "Moscow City" International Business Center" Project’s activity, the City of Moscow Law N 30 "On the Special Territorial Status of Moscow City" International Business Center was approved by the Moscow DUMA on July, 12.1999.

The Legislative Law reinforces and implements the most favorable time-schedule for Russian and foreign investors and businessmen, taking part in the development of the Government target complex program concerning ’’Moscow International Business Center" in Moscow City.

A complex of measures aimed at creation of TEOS "Moscow City" foresees different form of its participants’ activity stimulation, including: -preferential fiscal conditions, supposed to be transferred to the City Budget in accordance with the Taxation Legislation of Moscow (privileges to the Properly Taxation): In accordance with the Legislation, enterprises and organizations Accepting the Property of Objects (separate premises) on the territory of "Moscow City" International Business Center, are released from paying of Property Tax connected with the property value on their balance and created in the margins of realization of the complex target program ’’Moscow-City" International Business Center at the expense of the involvement of resources for the period of it’s complete Return:

• Special land rent payment order for the participants of "Moscow-City’’ TEOS;
  
• The right to create an independent ware-house; 
  
•  Disposal of privilege Credits, including taxation and the form of partial compensation of the percentage rates at the expense of Funds of Moscow Budget resources; 
  
•  Fixation of the preferential rent payment rates of the premises and production Funds; 
  
•  Moscow Government or other organizations of Moscow in charge guarantees support for stable electricity and public utility rates and tariffs; 
  
•  Special conditions on the use of land.

Land Plots

Land plots in TEOS "Moscow-City" are given to the Project’s participants under rent conditions, contracts, concluded with the Moscow Government or another organization in charge, or under the condition of property.

The decision of property of the Land Sections of TEOS "Moscow City" are taken by the Moscow Government at the Open Trade Sections or at the Auctions in accordance with the legislative norm Acts of Moscow and Russian Federation.

There are adequately equal conditions and the order of the Land Sections including the rate of the land payment for both Russian and foreign investors.
